Xinhua News Agency, Beijing, April 1st: The other day, the CPC Central Committee and State Council printed and issued a notice, in which it decided to set up Xiong’an New Area, Hebei. This is a major historic strategic choice, made by the Party Central committee with Comrade Xi Jinping as its core, and this is also a major national event. Xiong’an New Area is a new district with national significance after the Shenzhen Special Economic Zone and Shanghai Pudong New Area.

The planning area of Xiong’an New Area covers Xiong County, Rongcheng and Anxin of Hebei Province and peripheral regions, and is located in the hinterland of Beijing, Tianjin and Baoding. It has obvious geographical advantages, convenient transportation, excellent ecological environment, strong carrying capacity of resources and environment, low development level, abundant development space, and has the basic conditions for the development and construction with high starting point and high standard. The planning and construction of Xiong’an New Area is started from a specific region as the starting area, with an initial area of about 100 square kilometers. The mid-term development zone covers an area of about 200 square kilometers, and the long-term control area is about 2,000 square meters.

The establishment of Xiong’an New Area is a major decision deployment of thoroughly promoting the coordinated development of Beijing, Tianjin and Hebei made by the CPC Central Committee with Comrade Xi Jinping as the core, which has great practical significance and far-reaching historical significance in easing non-capital function of Beijing, exploring the new optimization and development patterns of densely populated and intensive economy areas, adjusting and optimizing layout and spatial structure of Beijing, Tianjin and Hebei, and fostering the new engine of innovation-driven development.

Since the 18th National Congress of the CPC, Xi Jinping, General Secretary of the CPC Central Committee, President and Chairman of the Central Military Commission, made in-depth investigation and researches in Beijing, Tianjin and Hebei for many times, presided over the meetings of the Standing Committee of the Political Bureau of the CPC Central Committee and the Political Bureau of the the CPC Central Committee to study, decide and deploy the coordinated development strategy of Beijing, Tianjin and Hebei. Xi Jinping gave explicit instructions to build the non-capital function of Beijing to relieve the concentrated carrying area and plan and construct a new modern city led by new development concept at the right areas of Hebei. On February 23, Xi Jinping made a special field trip to Anxin County, Hebei and presided over and held the Symposium on Planning and Construction of Xiong’an New Area, Hebei. Xi Jinping stressed that the planning and construction of Xiong’an New Area should insist on maintaining stability in the general work guideline, firmly establish and implement the new development concept under the leadership of the Party Central Committee, adapt to and grasp the new normal state of economic development, promote the structural reform of the supply side as the main line, adhere to the world vision, international standards, Chinese characteristics, and high positioning, continue to give priority to ecological protection and pursue green development, adhere to the people as the center and ensure and improve people's livelihood, protect and carry forward the fine traditional Chinese culture and continue the historical context, build green ecological livable new urban area, innovation-driven development leading zone, coordinated development demonstration zone, open development pilot zone, and strive to build an innovative development demonstration zone to implement the new development concept.

Xi Jinping pointed out that the planning and construction Xiong’an New Area should highlight 7 key tasks: The first is to build a "green smart city" and build an international first-class, green, modern and intelligent city. The second is to create a beautiful ecological environment and build a blue and green interwoven, refreshing and bright ecological water city. The third is to develop high-end high-tech industries, actively absorb and gather innovative factors and resources, and cultivate new energy. The fourth is to provide high-quality public service, build quality public facilities, and build new urban management model. The fifth is to build a fast and efficient transportation network and create a green transport system. The sixth is to promote the reform of institutional mechanisms to play a decisive role in the allocation of resources in the market and better play the role of government, and stimulate market vitality. The seventh is to expand all-round opening-up, build new heights for opening wider and new platforms for foreign cooperation.

The Party Central Committee and the State Council issued a notice to require all localities and departments to earnestly implement the important instructions of Xi Jinping, make deployments in accordance with the decisions of the CPC Central Committee and the State Council, unify thinking and enhance understanding, and strengthen the "four consciousnesses" to jointly promote the planning and construction and development of Xiong’an New Area. Hebei should take the initiative to strengthen the organizational leadership and fulfill the main responsibility. Strive to think before taking actions and make plans for guidance, and make urban design and build benchmarking projects with the most advanced concepts and world-class standards to build a model for urban construction. Maintain the patience of history, respect the laws of urban construction, and rationally grasp the pace of development. Strengthen the unified planning and control of Xiong’an New Area and its surrounding areas, avoid excessive expansion of urban scale and promote its integrated development with the surrounding cities.
