The Paris Agreement has become the consensus of mankind. As a responsible great power, China takes the initiative to assume the responsibility of coping with global climate change. China made a solemn commitment to the world at the Paris Climate Change Conference: By 2030, China's non-fossil energy will account for about 20% of the primary energy consumption. At the Fifth Plenary Session of the 18th CPC Central Committee of the Party, it was put forward that China should continue to pursue green development, promote low-carbon cycle development, build a clean, low-carbon, safe and efficient modern energy system, and implement the near-zero carbon emission zone demonstration project. In the construction planning of Xiong’an New Area, the General Secretary Xi Jinping emphasized that China should continue to give priority to ecological protection and pursue green development, and build innovation development demonstration zones such as green ecological livable new urban area.

Zero Carbon Development and Research Institute was founded under the guidance of China’s major strategic planning and on the national R & D platform, such as “State Key Laboratory of Photovoltaic Materials and Technology”, “National Energy Photovoltaic Technology Laboratory”, “National Enterprise Technology Center” and “National Center for International Research”.

Presently, Zero Carbon Development and Research Institute has the institutions such as Zero-carbon Technology Research and Application Center, Zero-carbon Results Incubation and Transformation Center, Policy Planning and Standards Research Center and Training Center under it. Centering on the fields of zero-carbon energy, zero-carbon architecture, zero-carbon agriculture, zero-carbon services, zero-carbon travel and zero-carbon life, the Institute has carried out the researches of technology roadmap, technology development, technology integration and application and implemented the incubation, standard output and industrial application of the relevant results to promote the exchange and cooperation in zero-carbon technology. Besides, the Institute has set up the Council and Committee of Experts, which is composed of renowned experts and research scholars of the industry. The Director of the Institute is Dr. Song Dengyuan, a specialist enjoying the special allowance of the State Council and director of State Key Laboratory of Photovoltaic Materials and Technology.

Zero Carbon Development and Research Institute aims to build a high-level research platform which integrates technology research and development, achievements transformation, technical service, standard output, talent training and international exchange, serve the construction of Xiong’an New Area and realize the vision of giving priority to ecological protection and pursuing green development.
