Presently, the Paris Agreement has become the consensus of mankind. As a responsible great power, China takes the initiative to assume the responsibility of coping with global climate change. At the Fifth Plenary Session of the 18th CPC Central Committee of the Party, it was put forward that China should continue to pursue green development, promote low-carbon cycle development, build a clean, low-carbon, safe and efficient modern energy system, and implement the near-zero-carbon emission zone demonstration project. In the construction planning of Xiong’an New Area, besides, its was specially emphasized that China should continue to give priority to ecological protection and pursue green development. Adhering to the development philosophy of "nature, humanity, wisdom and intelligence", China Zero-carbon City followed the development pace of Xiong’an New Area and has built a green, ecological and livable new urban area.
The project is located in the northwest of Xiong’an New Area, an open area with a higher elevation, which is only 30 km from Xiong’an New Area, 110 km away from Beijing, 150 km from Tianjin, and 90 km from Beijing New Airport. With a total planned area of 82 square kilometers and the construction area of 20.43 square kilometers, it can accommodate 200,000 persons.
From the development orientation, there are five specific items: The first is near-zero emission demonstration zone. Achieve the organic integration of new energy and traditional energy, and build a near-zero-carbon emission demonstration zone; the second is innovation and promotion platform. The zero-carbon city needs to gather all kinds of resources, and build a comprehensive platform of technological innovation and application promotion, including ecological environment protection, energy conservation and emission reduction, green architecture, recycling economy; the third is international communication platform. It is mainly targeted at developed countries to build a global zero-carbon field high-end industry research center, and global zero-carbon industry seminar will also be settled here; and the fourth is the training base for developing countries. It is mainly targeted at the countries along the Belt and the Road to train officials and technicians from different countries and output zero-carbon standards and construction models.
Around Zero-carbon City, there are Beijing-Kunming Expressway and Beijing-Guangzhou High-Speed Railway and other seven major traffic arteries. The inter-city lines such as Beijing-Shijiazhuang, Gu’an-Baoding and Langfang-Zhuozhou which are planned to be built in the future will help us strengthen ties with Beijing and its surrounding areas and integrate into the world conveniently through the capital economic circle.
There are four advantages in the implementation of the project: The first is regional advantages. Located in the core area of Beijing, Tianjin and Baoding, Zero-carbon City is the nearest one from Xiong’an New Area with the room for development and the treasure land for Beijing to expand toward the south and the prop to Xiong’an in the west; the second is industrial strength. Mobilize the resources of the industry to jointly build a green zero-carbon city with the support of the globally leading new energy industry of Yingli and the national R & D platform; the third is policy advantage. Conforming to China’s policies in green development, the project is built simultaneously with green, zero-carbon, energy-conserving and efficient technology and forms an ecological and sustainable zero-carbon solution; the fourth is opportunity advantage. As an enclave of enterprise headquarters in Xiong’an New Area, Zero-carbon City is closely linked with the opportunities of the development of Xiong’an. Following the layout of the new district and developing simultaneously, it is in line with the concept of green development of Xiong’an New Area.
Under the support of various advantages, zero-carbon development includes the following five fields: The first is the application of new energy. Support the efficient use of energy with science and technology, aim to not use even a drop of oil, strengthen the efficient and recycling utilization of energy, increase the application proportion of new energy to over 30%, and launch cleaner production, and make the utilization rate of clean energy reach 100%; the second is the utilization of water resources. The scale of urban construction is closely related to the carrying capacity of water resources, and water resources can be fully utilized through opening up the source and regulating the flow; the third is green transport. Build a green bus corridor to combine the Internet and transportation closely, build a zero-carbon intelligent transportation system which includes electric vehicles, new energy vehicles, etc., and fully realize green travel; the fourth is green architecture. Build a healthy, comfortable, natural, harmonious, green and fine living space with low energy consumption to provide the best living environment for residents and tourists; and the fifth is garbage disposal. Change the public’s concept of life and consumption patterns and establish a complete set of garbage collection mechanism to realize the pollution-free treatment and resource utilization of garbage and finally achieve the goal of garbage treatment, namely the rate of pollution-free treatment is 100%, and the recovery rate is above 60%.
The Zero-carbon City will form a complete set of indicators, taking into account the levels of ecological, social, economic, and regional coordination. It will ultimately achieve the high integration of nature, persons and technology, develop the standards and pattern of zero-carbon development and become a model sample to be outputted and promoted in China and even the world.
