To achieve development goals during “the 13th Five-Year Plan” period, crack development problems and strengthen development advantages, China must firmly establish and effectively implement the development concept of innovation, coordination, green, openness and sharing.

It was put forward at the session that to continue to pursue green development, China should adhere to the basic state policy of conserving resources and protecting the environment, persist in sustainable development, firmly take the path of civilized development by boosting production, improving people’s life and protecting the environment, accelerate the construction of resource-saving and environment-friendly society, form a new modern construction pattern of the harmonious development of man and nature, promote the construction of beautiful China, and make new contributions to global ecological safety. Promote the harmonious coexistence of man and nature, construct a scientific and rational urbanization pattern, agricultural development pattern, ecological safety pattern and natural coastline pattern, and promote the establishment of an industrial system of green low-carbon cyclic development. Speed up the construction of the main functional areas and give full play to their role as the basic system of the spatial development and protection of national land. Promote low-carbon cycle development, build a clean, low-carbon, safe and efficient modern energy system, and implement the near-zero carbon emission zone demonstration project. Comprehensively conserve and efficiently utilize resources, establish the resource outlook of saving, intensive and recycling, establish and improve the initial distribution system of energy use right, water use right, discharge right, and carbon emission right, and promote the formation of the social fashion of being diligent and thrifty. Strengthen environmental governance efforts, focus on improving the quality of environment, implement the most rigorous environmental protection system, thoroughly implement the action plan for the prevention and control of air, water and soil pollution, and implement the vertical management system for monitoring, supervision and law enforcement of environmental protection agencies below the provincial level. Build a strong ecological safety barrier, give priority to protection and natural restoration, carry out the ecological protection and rehabilitation project of landscape, forest and lake, develop large-scale afforestation activities, improve the natural forest protection system, and carry out the blue bay regulation.
