The parties to this agreement, as the contracting parties of the United Nations Framework Convention on Climate Change (hereinafter referred to as The Convention) decided to establish a platform for strengthening operations in Durban in accordance with No. 1/CP.17 of the seventeenth session of the contracting parties of the conference in The Convention, and they act in accordance with the objectives of The Convention and follow its principles, including the principle of being based on fairness and reflecting common but differentiated responsibilities and abilities; meanwhile, they need to make effective and gradual responses to the urgent threat of climate change in the light of the best scientific knowledge available according to the different national conditions; also recognize the specific needs and special circumstances of developing country parties stated in The Convention, especially the specific needs and special circumstances of those developing country parties that are particularly vulnerable to climate change and fully consider the specific needs and special circumstances of least developed countries in financing and technology transfer operations, recognize that contracting parties may not only be affected by climate change, they may also be affected by measures taken to combat climate change, stress that climate change actions, responses and impacts have an inherent relationship with equally achieving sustainable development and poverty eradication, and recognize the fundamental priorities for ensuring food security and eliminating hunger and the special vulnerability of the food production system to the adverse effects of climate change, and take into account the importance of development priorities specified by the state…
